Obituary for Thomas J. Mikulecky

Tom Mikulecky, of Peoria Illinois died Sunday, September 26, 2021, surrounded by his family after several years of medical challenges.

He is survived by the love of his life, Patsy (Patricia Ann) of 58 wonderful years, and their four children including son Joe Mikulecky, and wife Dorothy of Bloomington IL; Chris Sitz, and husband Dayton of Arcadia, OK, and daughters Carmen (Reigensburg, GR), and Claire (Norman, OK); Paul Mikulecky, and wife Marga, and sons Colin and Owen of Denver, CO, and Susan Boyme, and son Ronen and daughter Morgan of Auburn, CA. Tom and Patsy share great pride in their children and have felt their family has been a gift from God.

Tom was born November 8, 1938 in Minneapolis MN, the son of Dr. Elston J. Mikulecky D.D.S. and Doris Alberta Charleston Mikulecky. Tom graduated from high school in Glencoe, MN, where his father practiced dentistry. He then went on to the University of Minnesota, graduating with a Bachelor of Science degree in 1960 in political science / international relations. He continued his education at the Fletcher School of Law and Diplomacy (Harvard and Tufts Universities) in 1961, with a Master’s Degree in international relations. He then completed his doctorate in political science / public administration at the University of Arizona. Tom served our country from 1962 until 1964. After his completion of basic training in Quantico Virginia, he deployed to Okinawa Japan as First Lieutenant. Tom then taught as full-time adjunct professor at Southern Methodist University, and later at Illinois Wesleyan, Illinois State University, and Heartland Community college in Bloomington, IL and noted his greatest enjoyment teaching was when his students brought current public issues to class for discussion and integration into the current curriculum topic.

Tom valued his life and values as a Roman Catholic, participating in the Newmann Center at the University of Minnesota, and then with his wife Patsy throughout their married life.

Tom’s first administrative job was with the City of Tucson, working on developing grants to supplement the city’s capital improvements program, a skill that carried him to his second job, as assistant to the city manager for intergovernmental services of the City of Dallas, TX. After a teaching stint at SMU, he then returned to management as County Manager of Summit County, CO, then served as City Manager of Bartlesville, OK, and Peoria, IL. He then performed municipal management consulting services for a variety of cities and organizations, as acting administrator of Pekin, IL, and as city administrator of Farmer City, IL, city manager of Streator, IL, city administrator of Braidwood, IL, and city administrator of Carpentersville, IL, before retiring.

Through his life, music was the major activity that gave him happiness, including playing the baritone in the band of Glencoe Public Schools and the University of Minnesota marching band. He also sang bass throughout his life culminating in several years with Men’s Peoria’s Orpheus Club. Tom has also enjoyed fishing, golfing, dancing, and walking the beach with Patsy in South Padre Island, TX.

Many will remember Tom for his deep voice, large stature, and commanding presence as a no-nonsense leader. His family will cherish memories of family fishing trips, his booming harmony in mass on Sundays, and his patient yet pointed encouragement and unconditional love.

Tom’s life will be celebrated in Peoria on Friday, October 8, 2021, at St Thomas Catholic Church with a 10am visitation, 11am mass, and a noon reception. The celebration will continue in Chicago on Saturday, October 9th with an internment at Resurrection Cemetery, followed by a noon reception.

In lieu of flowers, the family encourages contributions to the OSF Richard L. Owens Hospice Home or their favorite animal charity.
