Obituary for Dean M. DuBoff

PEORIA-Dean M. DuBoff, 83 of Peoria, passed away at 6:58 p.m. on Saturday, March 15, 2008 at OSF St. Francis Medical Center. He was born on June 4, 1924 in Peoria to Samuel and Rae Feinberg DuBoff. He married Jean E. Hebal. She passed away in 1983. He attended Glen Oak Grade and Peoria High School. His advanced education included the University of Illinois, where he earned a B.S. in Civil Engineering, B.S. in Architecture and a Masters of Science Degree. He served in the U.S. Navy during World War II obtaining the rank of Ensign in the Civil Engineering Corp., and later from Nov. 1951 thru November 1953, serving as a Lt. J.G. in the U.S. Navy as an officer in the Civil Engineering Corp. stationed at the PT. Mugu Guided Missile Base and at the Amphibious Base in California. He received his license to practice architecture in March 1950, at which time he entered the private practice of architecture until his re-call to Navy duty in November 1951. On returning to Peoria, IL, he accepted a position as the First Director of City Inspections and City Architect under the First City Manager in April 1954. It was during his tenure in office that he recommended purchasing the abandoned Illinois Terminal Bldg. to be used as the Police Building for the City of Peoria. He remodeled the building and subsequently moved the Police form the City Hall to the new location. He resigned his position with the City of Peoria in July 1955 and re-entered private practice of architecture ultimately designing and building many of the shopping centers in the Peoria Metropolitan area and around the State of Illinois and Iowa. He designed several churches and commercial buildings in the Peoria area including the First Assembly Church and the Bergner Department Store at the Sheridan Village Shopping Center along with the Metro Center and the Westlake Shopping Center. Mr. DuBoff was President of the DMD Building Corporation which he incorporated in 1968, whereas he designed and constructed most of his projects. He was a member of the City of Peoria Zoning and Planning Board from 1954 through 1970 and was elected to the Peoria County Board, serving from 10961 through 1969. He was a member of the Planning Committee for the proposed new County Courthouse, where he introduced a new proposed elaborate downtown improvement plan incorporating a Civic Center, located on the River Front extending South of Kumpf Blvd. and North to the University of Illinois Medical Campus, relocating the City Hall and the County Court House in a high rise building along with ample parking for both. He proposed to fund it with Federal Urban Renewal money. The Civic Center was ultimately built in a different location and the County Courthouse remained at its old location. He retired in 1994 from active practice. Mr. DuBoff is survived by a daughter, Denise M. Scherer of Peoria; two sons, Dr. David L. DuBoff of St. Louis, MO and Richard L. DuBoff of Peoria; one brother, Jack I. (Marlene) DuBoff of Peoria, IL. Funeral Services will be at 10:30 a.m. on Thursday at Wright & Salmon Mortuary. Visitation will be one hour before the services.
